                              摘 要: 新常态下,我国的市场经济体制开始进一步完善,商业地产行业的竞争也随之激烈起来。商业地产企业的项目开发和运营,也开始从传统的粗放管理模式逐步转变为精细化集约管理模式,在提高项目管理效率的同时也可以达到成本管控的目的。成本管理在企业中往往占据着举足轻重的地位,作为商业地产行业而言,成本的前期投入往往是巨大的,一旦成本管理失控或者达不到预期的效果,将使商业地产企业面临较大的财务风险,也无法在目前激烈的市场竞争中占据相应的市场份额,基于此,对商业地产的全过程成本控制是非常必要的。

                              2.2、 商业地产在招投标阶段成本管控存在的问题

                              商业地产在招投标阶段对成本管理管控会造成较大的影响。其一,招投标制度本身存在不健全的问题。目前,虽然我国颁布了《招标投标法》,意味着我国的商业地产招标工作开始进入法制管理阶段,但是,我国各省市的执法主体和监管主体又进行了相关制度的颁布,两个主体之间由于各自立场的不同而导致了某些制度之间存在一定的矛盾之处,这些矛盾可能会在一定程度上造成商业地产企业之间的不公平竞争。在进行商业地产设计方案时,由于设计制度的缺乏使得成本因素没有在设计方案中进行综合考虑,导致项目的后续阶段在成本管控方面出现问题。其二,商业地产企业的合同管理工作没有到位。规范的合同可以在一定程度上减少后续的责任纠纷,从而减少某些成本的支出。在商业地产企业实际的工作中,曾经出现过很多由于没有重视合同管理而造成项目成本上升的案例,在合同中没有对双方的权责进行明确描述,一些需要提前进行约定的条款没有在合同中进行清晰列明,这使得在实际的商业地产开发过程中出现了较为重大的分歧,这必然会造成成本的增加,这些成本不单单包括实际的支出,还包括一些时间成本。
